Rollers Perm

I have long, fine straight hair that does not curl with anything! Would I be able to perm it?
I asked one hairdresser, who said to try hot rollers as a perm would be too curly on my hair, but then another said that as my hair is so long, non permanent curls would just be dragged down, and a loose perm on large rollers would be best, now I'm confused! My hair is fine, but I have quite a lot of it, and it just hangs straight with not much volume at all!
perming is the only way to get curls. I have poker straight thick hair and when I got my first perm at age 13, the hairdresser used a wekaer solution (cos of my age?) and the curls came out the next day.
Used max strength and it lasted about 6 months. The only temporary was to get curly hair for me was by using rags. Came out as ringlets but would drop within 1-2 hours to give nice curls
