why is extra strength rogaine only for men?

they have regular for women but not extra strength... why?

"Women, in clinical trials conducted by Pharmacia Corporation (the makers of Rogaine) the 5% solution has not been shown to do anything more than the 2% solution. This is why the 5% solution says for men only."
