Do I need a License in Pa to sell organic homemade skincare products?
Do I need a License to sell My homemade organic products in Pa? how can I become Certified in Pa with USDA?
I don't know about the health dept licensing but i do know about the organic cert part of your question. At present cosmetics are not subject to organic certification as they are handled by the FDA and not the USDA and the FDA does not do organic certifying. I believe this will change in the next 2 to 15 years (the gummint works sloooowly and it took about 15 years to get the USDA organic program in place).
But to get certified contact OEFFA (The Ohio ecological food and farming association-http://www.oeffa.org) as they do much of the organic certification work in PA. I think NOFA is also a local certifier for PA. I used to be certified organic through OEFFA and they are nice folks with which to work and will know for sure what you have to do.
