Why do high fashion magazines sometimes choose models with fried/frizzy hair?

I sometimes see models with damaged tussled hair , and they are advertising for Gucci , Prada and other high fashion brands , why is this ? Do they not want viewers to focus on NOT how beautiful a models hair is but how beautiful her garments are?

It's high fashion, it's supposed to be like art, and art is supposed to be looked at and catch attention or make you think, and if frizzy hair does that for the designer, then that's that.
