Hair Dvd

How does a DVD writer burn data on the precise area where a hair or dust speck lies?
I asked a similar question before, but received no answers. On the average TDK DVD-R disc that I place in my burner's tray, I see dozens or hundreds of tiny dust specks, and a few tiny fibers or hairs. If I wipe them away I usually get more stuff on the disc, in the process.
Anyway, the question is how does the writer write 100% of its data on a disc that has a bunch of these specks and tiny hairs? Is some of the data not getting written properly because the area that it's supposed to be burned on is being obscured?
Maybe it doesn't, just that the area covered by obstructions in minuscule and doesn't make a difference, of course, I am just guessing here.
