Both conditions, transient and steady-state, are dependent on
1: The transfer function being either stable or unstable.
If it is unstable, there will be a transient operation until the stable reaches the extremes of its range or stops functioning.
2: The input being composed of transient or steady-state signals.
If the system is stable, and the input signals are stable, the system will reach steady-state operation when all transients have died down.
Open loop systems do not feed back measurements of the output to the input of the system, or to points internal to the system.
Closed-loop operations do.
A system does not necessarily need feedback loops to be unstable, i.e. to have only a transient state (usually for limited time duration)
A system may be both transient and steady-state, at different times. e.g., a weight on top of a ruler placed on one end may be steady-state, until a sufficient puff of air changes the center of mass sufficiently to cause the system to topple (at this time the system is in transient state) and when the parts stop bouncing it is again in steady state.
