How to make my hair look like this! Please help! (LINK)?

I really cant buy anything, I've got a VS salon hair curler with a (i think) 38cm barrel but when I try to use it all it does is mess up the ends and ABSOLUTELY NOTHING ELSE!
Please please please help me!

For you to achieve the look there, and it's real cute!
1. Your hair must be cut in longer layers starting at the ear, layering down. I texture every haircut, and I never ever use thinning shears to texture, and suggest NO ONE allow the thinning shears to texture. I wish I could demo for you. But thinning shears, thin..and leave horrible lines across straight hair. Just wanted to pass that on.
2. If you have the cut and it's clean and ready for styling...get a light spritzy pump hair spray, and a pick, and heat that iron up.
3.Split the hair into two halves.
from the ears to the top wrap it up there and clip it up while you work on the length first ok.? Much easier, more consistant.
4. BE consistant. if you are ironing 3 rolls on the right side, then also iron 3 rolls on the left. Before you put the iron on each lock of hair, just ever so slightly spritz that lock, it will dry quickly. So do a nice clean roll all the way to the scalp.
5. Always count to 10 or 15 for each lock, consistantly. Ok, don't pick out the locks untill you finish the whole head.
6. So there you are and your hair is set so...If it's fine long hair you should only break it all up by flipping your head upside down and shake and tossel it with both hands, especially if it's fine hair. That's what you do with fine long layered hair.
6. For med to thick hair, flip it upsidedown and gently pick out through the ironed locks gently for a controlled tossel.
7. Come on back up. Now please give it a minute or two to settle where it Will naturally fall and part, go put your jewelry on...OK so now when you see how pretty it looks on it's own..you can now make it your style, your look, choose then do you need to scrunch it here or maybe tease it out more tosseled there or maybe spritz a little everywhere and voila!. But just give that coiff a moment to drop and hang and get cozy BEFORE you start to change, brush, panic, wonder, and squint immediately.
